VP8 is specified for use in WebRTC and supports:

The VP8 encoder uses a hybrid transform with adaptive quantization based on decomposition of frames into square subblocks of pixels using a DCT and WHT. VP8 tends to have higher video quality than H.264 baseline for the same bitrate while it excels at low resolution and low bitrate videos.
